That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

  • Personal matters about identifiable individuals with regard to Chatham-Kent Age Friendly Advisory Committee Appointments. Section 239(2)(b), Municipal Act, 2001

Councillor Ceccacci congratulated Abby Stonehouse, a Blenheim native and member of Team Canada Under 18 Hockey team in winning a Gold Medal for Canada expressing how extremely proud Chatham-Kent is of her accomplishments.

The Director of Planning Services stated that the meeting process has been altered to comply with the format of the electronic meeting, as follows:

  1. The Clerk will announce each individual Planning item.
  2. The Clerk will advise if any written submissions have been received regarding a planning item.  If so, the Clerk will read the written submissions that have been received.
  3. For any items where a written submission is received, Administration will proceed with a presentation.
  4. Council will be asked if it has any questions of Administration or the applicant if present.
  5.   Council will be asked what action it wishes to take with regard to the item.

        2. rezone the retained parcel to a site-specific agricultural (A1-1) zone to prohibit future dwellings.

In response to a question by Councillor Doyle, the Director of Planning Services explained that this report outlines the regulations introduced through the Provincial “More Homes Built Faster Act – Bill 23”, and Chatham-Kent is required to comply with those legislative requirements.

In response to a question by Councillor Doyle, the General Manager, Infrastructure and Engineering Services explained that the increases in constructions costs are being seen by all municipalities across Southern Ontario caused by supply chain, fuel costs, wage costs and scarcity of manpower, adds up. It is something administration will track, look at budgets and prioritize, based on risk and based on our level of service priorities that Council has set.

    1. The tender award in the amount of $3,729,000 (including HST) for the Keil Drive South Extension, Community of Chatham be awarded to Clarke Construction Inc.
    2. The Mayor and Clerk be authorized to sign the necessary agreements.
    3. $395,500 (including HST) be allocated to Entegrus to complete the main line hydro and street light installation works for the Keil Drive South Extension.
    4. $1,878,525.98 be transferred from the Bridges Lifecycle Reserve (17761) to finance the completion of the Keil Drive South Extension. The funds will be replaced in the 2024 Multi Year Capital Budget with no impact on future bridge projects."

The Manager of Community Attraction & Promotion presented an update on the activities of the CKY Advisory Group and reviewed their findings from the 2022 third CKY Survey that was conducted gaining input from 601 young people. 

Councillor Doyle asked what the cost would be for an average sized greenhouse to retrofit with blackout curtains. The Manager of Growth & Sustainability stated that it is a significant expense, increased if the greenhouse has not been built with curtains proactively.  The curtains and the deployment system that needs to be installed, is necessary to make sure they deploy properly.

The General Manager of Community Development noted that most existing greenhouses in Chatham-Kent do not have lighting. Going forward, those who are planning on installing lighting will be aware of the new provisions and will have to comply with the by-laws.

In response to a question by Councillor McGrail, the General Manager of Community Development stated that all licenced facilities are required to meet odour requirements, a regulation under the federal legislation, and very difficult to enforce from a municipal perspective.

    2. Produce helpful documentation for bidders to avoid common pitfalls that can result in non-compliant bids, to be included in tenders where any significant non-compliance has been noticed in previously released tenders.
    3. Provide options for Council on implementing more active contract assessment/management approaches, including costing.
    4. A review of other municipal bylaws or other government purchasing approaches to determine if there are any process changes or best practices that can be implemented in Chatham-Kent to reduce non-compliant bids, including considering any adjustments that can be made to minor irregularities that can be corrected by bidders.”

Councillor C. McGregor explained that she has received many complaints about damage caused in cemeteries from the use of larger bulldozers.  Her motion requested that the mini excavators be rented at this point, allowing Council to determine through advice from administration how much they were used and if purchasing would be recommended.

Councillor McGrail referenced Item #3(b) – Resolution from the Township of South Glengarry dated April 3, 2023 re Rural Education Funding and Pupil Accommodation Review Guidelines. She noted that this funding is used by high schools and public schools in Dresden, Merlin, Thamesville, Tilbury and Blenheim and is very important to those communities. 

Councillor Storey referenced Item 2(e) – Communication from the Federation of Canadian Municipalities re FCM Board of Director.  She asked for Council’s support to continue as a board member of the Federation of Canadian Municipalities for the full year beginning in May, 2023. 

Councillor Finn referenced Item 3(d) – Resolution from the Municipality of South Huron re Support for the School Bus Stop Arm Cameras.

Councillor Anderson congratulated Cameron Arquette, a local student from Wheatley, on behalf of the Municipality of Chatham-Kent, in being selected in the 4th Round (71st overall) by the Kitchener Rangers in the 2023 Ontario Hockey League Priority Draft   wishing him much success in sport as well as academics.

Councillor Finn congratulated three KAYO boxers; Mattea Marchand, Kyan Holland and Landen Wilmot, all winning their bouts at a New Waterford Boxing Club held on Saturday, April 22, 2023 in Sydney, Nova Scotia.

Councillor Storey congratulated the CKSS Choir who claimed a Gold at the MusicFest choir competition recently held in Windsor.  

Councillor Storey noted that the Wallaceburg District High school Drama Club is competing in the upcoming National Theatre Regional Festival in Hamilton after winning the Lambton-Kent competition. Councillor Storey noted that it is an all Indigenous cast.
