That Council moved into a Closed Session Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons:

• A trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position in interfere significantly with the contractual or other negotiations of a person, group of persons organization with regard to Waste to Energy Project - Greenfield Global Inc. Section 239(2)(i), Municipal Act, 2001.
• Advice that is subject to solicitor-client privilege and a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on by the municipality with regard to the Downtown Chatham Centre Development. Section 239(2)(f) & (k), Municipal Act, 2001.
• Proposed acquisition of land by the municipality with regard to properties in Wallaceburg. Section 239(2)(c), Municipal Act, 2001.

As per By-law 57-2023, Section 7.9(a) Any person who wishes to appear before Council regarding an item on the current agenda shall make written application to the Clerk, by noon, the day of the meeting, to be placed on the Agenda to appear before Council at the meeting at which it will be dealing with the item of interest to the deputation.

Consent Agenda

As per By-law 57-2023 - Council Members shall identify any items on the consent agenda which they wish to speak to, through notification to the Clerk before the meeting or to the Chair at any time before voting on the consent agenda occurs.  Where a Member provides such notification, the matter shall be removed from the consent agenda to be dealt with separately. The balance of items on the consent agenda, which have not been removed, shall be voted on in one motion.
